2. Post Season All Stars

Cost for participation on an All Star team:

  • $125 per player and a $50 volunteer fund deposit.

Teams:

  • 9 Year Old Team will include eligible league age 9 players
  • 10 Year Old Team will include eligible league age 10 players
  • 11 Year Old Team will include eligible league age 11 players
  • Little League (12 Year Old) Team will include eligible league age 12 players
  • 50-70 Team will include eligible league age 13 players
  • Juniors Team will generally include league age 14 players.  To the extent there are enough committed league age 13 year olds to also field a 50-70 team, league age 13 year olds can be selected to the Juniors team.

Note: If we do not have enough eligible players to field both a 50-70 team and a Juniors team, we will only have a Juniors team and that team will be selected from among all eligible 13 and 14 year olds in the Juniors Division. We will raise the minimum number of players selected to the Juniors team to 13.

  • Seniors Team will include players from Seniors Division (league age 15 and 16), unless we do not have enough eligible 15 and 16 year olds to comprise a team (we will than look at adding league age 14 players)

Players Per Team:

  • 9 Year Old - 12 Year Old Teams: Minimum of 13 players (only exception is if we do not have enough eligible players)
  • 50-70: Minimum of 12 players
  • Juniors Team: Minimum of 12 players
  • Seniors Team: Minimum of 12 players

Player Eligibility:

  • Every eligible player in TCLL that is 9 years old and older must submit a signed commitment form designating they want to be considered for All Stars prior to All Star voting. Only those players that have participated in 60% of the regular season games in the division they are being considered for as of June 15th and submitted an All Stars commitment form will be eligible for possible selection by the voting managers to the team. If a player completes a commitment form and is subsequently selected to the team, but fails to meet their All Star Commitment, this will be reviewed by the Board and may prohibit eligibility for the following year.
  • The All Star Voting process will be overseen by the TCLL Tournament Director and the respective Division Representative for that age group. The meeting will include two independent auditors from the TCLL Board of Directors that are appointed by the President. The auditors may not have a child playing in the division that they are auditing. 
  • The selection process of the players for each respective All Star Team will remain confidential until the league approved announcement date. If any manager or individual that has participated in the voting process discloses any information regarding the team prior to this date, they will be subject to possible sanctions to be determined by the President of TCLL.
  • Once selected to an All Star Team, no player may be removed from that team without the prior knowledge and consent of the President and the approval of the Board of Directors. Players selected to an all-star team, and their parents, are expected to be committed to their team throughout the duration of the team’s tournament experience as stated in the Commitment Letter that they had previously submitted. If after being selected to an all-star team a player leaves, or fails to participate in either games or scheduled practices with, a team for any reason other than injury or medical reasons, then that player shall be deemed to no longer be a member of that particular team. However, the player may be reinstated to the team upon their return at the sole discretion of the manager of the all-star team on which the player participates.

All-Star Meetings - Manager Attendance: The date, time, and place of the All-Star Meetings shall be determined by the TCLL Tournament Director. Managers that are eligible to vote for the specific team to be selected at that meeting are required to attend the meeting. If a manager is unable to attend the meeting, then they must immediately inform the Tournament Director of their inability to attend the meeting and propose an alternate to attend the meeting in their place. Any proposed alternate must be approved by the Tournament Director and TCLL President.

All-Star Player Selection Process (Juniors, 50-70, 12's, 11's, 10's, and 9's): Players will be selected by a vote of the “eligible” managers of the various levels (please see below) from a ballot that includes all “eligible” players. Only the votes of the managers (or approved alternates) that are in attendance will be counted.

All-Star Voting Tie Breaker Procedure (Juniors, 50-70, 12's, 11's. 10's, and 9's): In the event that the Manager voting results in a tie vote involving two or more players, and the inclusion of all players involved would result in the elimination of a “Manager’s Pick,” then the following procedure shall be used to break the tie: The names of the players involved in the tie shall be placed on a separate ballot, with each manager receiving a single vote to be cast for any player on ballot. Manager can vote for player on his team. If this process results in a subsequent tie vote, then the ballot shall be adjusted to only include those players still involved in the tie and another vote taken with each manager being provided a single vote. This process shall be repeated as many times as necessary in order to complete the portion of the roster that is determined by manager voting. 

All-Star Manager Announcement & Commitment (Juniors, 50-70, 12's. 11's. 10's, and 9's): The announcement of the manager for each team shall be made to the other managers at the Player Selection Meeting once the initial player ballots have been cast and to the general public at the time that the team is announced. Managers selected to manage an all-star team are expected to be committed to those duties throughout the duration of the team’s tournament experience. If after being selected, a manager leaves, or fails to participate in either games or scheduled practices with a team for any reason other than injury or medical reasons,  then that manager shall be deemed to no longer be the manager of that particular team. The President shall then select a replacement manager from among the existing assistant coaches. The original manager may be reinstated to the team upon their return as either the manager or an assistant coach at the discretion of the President.

"Manager's Picks" - The final two spots on each All-Star team will be reserved for selection by the manager of the team.

2.1 Seniors All Star Team

Player Selection: The Seniors All Star Manager will select the team with approval of the Seniors Division Rep.

Manager Selection: In consultation with the Seniors Division representative, the President of TCLL will select the manager. All managers and coaches within the Seniors Division and Big League Division interested in managing the team will notify the Seniors Division Representative of their interest. In consultation with the Seniors Division representative, the President of TCLL will select the manager.

2.2 Juniors All Star Team

Eligible Voters:

  • All Juniors Division Managers
  • Managers cannot vote for players on their own team.

Player Selection: Managers will vote for minimum of 7 players and a maximum of 10 players. Ballots not meeting this requirement will be considered void, not counted and returned to the manager for re-submittal. The top 10 vote getters will make the team. Voting ties will result in the inclusion of the tied players on the All Star Team, unless that number causes the elimination of a Manager’s selection, in which case the Tie Breaker Procedure described above will be used. Under no circumstances will ties in voting limit the All Stars Managers ability to choose at least two All Star Players. At the conclusion of the meeting only the Manager of the team will be notified of which players were voted onto the team.

Manager Selection: The All Star manager will be selected by TCLL President.  All managers and coaches within the Juniors Division interested in managing the team will notify the Juniors Division Representative of their interest. Prior to the Player selection portion of the meeting, prospective All-Star Manager candidates shall make a brief presentation regarding their qualifications and experience.  Juniors Division Managers and the Juniors Division Representative will vote to recommend the manager. Deference should be given to the manager with the best record. The All Star manager will be selected by TCLL President.  The All-Star manager will be allowed to select two assistant coaches, which will be subject to the approval of the TCLL President.

2.3 50-70 All Star Team (or 50/70 All-Star Team)

Eligible Voters:

  • All 50-70 or Juniors Division Managers with eligible players on their regular season team.
  • Managers cannot vote for players on their own team unless there are less than 3 teams in the division.

Player Selection: Managers will vote for a minimum of 7 and a maximum of 10 players. Ballots not meeting this requirement will be considered void, not counted and returned to the manager for re-submittal. Top 10 vote getters will make the team. Voting ties will result in the inclusion of the tied players on the All Star Team, unless that number causes the elimination of a Managers selection, in which case the Tie Breaker Procedure described above will be used.  Under no circumstances will ties in voting limit the All Stars Managers ability to choose at least two All Star Players. At the conclusion of the meeting only the Manager of the team will be notified of which players were voted onto the team.

All managers and coaches within the 50-70 Division interested in managing the team will notify the Juniors Division Representative of their interest. Prior to the Player selection portion of the meeting, prospective All-Star Manager candidates shall make a brief presentation regarding their qualifications and experience.  50-70 Division Managers and the Juniors Division Representative will vote to recommend the manager. Deference should be given to the manager with the best record. The All-Star manager will be allowed to select two assistant coaches, which will be subject to the approval of the TCLL President.

2.4 Little League All Star Team

Eligible Voters:

  • Majors Managers
  • Managers cannot vote for players on their own team.

Player Selection: Each Majors player will submit a ballot voting for their list (12 year olds only eligible) of their 10 All Star candidates, however, they may not vote for players on their own team. The top 4 players with the most votes will make the All Star Team. If a tie occurs for the top 4 spots, all players in the tie will make the team. The Managers will vote to select the remaining players to reach a total of 10. They will each vote for a minimum of 7 players and a maximum of 10 players, which will include the players selected in the Player’s Selection process already selected on their ballots. Ballots not meeting this requirement will be considered void, not counted, and returned to the manager for completion and re-submittal. Voting ties will result in the inclusion of the tied players on the All Star Team, unless that number causes the elimination of a Managers selection, in which case the Tie Breaker Procedure described above will be used. Under no circumstances will ties in voting limit the All Stars Managers ability to choose at least two All Star Players.  At the conclusion of the meeting only the Manager of the team will be notified of which players were voted onto the team.

Prior to the Player selection portion of the meeting, prospective All-Star Manager candidates shall make a brief presentation regarding their qualifications and experience.  Major Division Managers and the Major Division Representative will then be allowed to vote to recommend the prospective manager to the President. Deference should be given to the manager with the best regular season record in the division. The All-Star manager will be allowed to select two assistant coaches, which will be subject to the approval of the TCLL President.

2.5 11 Year-old All Star Team

Eligible Voters:

  • Majors Managers
  • AAA Managers with 11 year olds on their team may not vote, but they can provide feedback on players from their team that they feel would be strong candidates for selection.
  • Managers cannot vote for players on their own team.

Player Selection: Managers will vote for a minimum of 7 players and a maximum of 10 players. Ballots not meeting this requirement will be considered void, not counted and returned to the manager for re-submittal. Top 10 vote getters will make the team. Voting ties will result in the inclusion of the tied players on the All Star Team, unless that number causes the elimination of a Managers selection, in which case the Tie Breaker Procedure described above will be used.  Under no circumstances will ties in voting limit the All Stars Managers ability to choose at least two All Star Players. At the conclusion of the meeting only the Manager of the team will be notified of which players were voted onto the team.
