2010 Trabuco Canyon Little League Umpire Program
District 68 provides extensive training for all of our volunteer umpires in order to make them comfortable and prepared to umpire Little League games. This training includes Rules Clinics and Mechanics Clinics for our managers, coaches, and umpires. Attendance at these clinics will provide insight into the playing rules that will be followed during the season. Attendance will also be mandatory for managers, coaches, and umpires.
Manager Responsibility – Each manager from Single A on up is responsible for having 2 parents sign up to be volunteer umpires for the season. These parents are in addition to the manager and coaches.
- The 2 Parents, plus the Manager and his 2 Assistant Coaches must attend the District 68 Mandatory Rules clinic and the District 68 Mandatory Umpire Mechanics clinic. (The Manager can become exempt from the MECHANICS CLINIC only with the Chief Umpire’s permission. This will be granted in very limited situations, where the Manager has a proven track record of umpiring at our higher level games.)
Program Guidelines: The following guidelines are what each Team in each division will be responsible for:
Single A Teams
§ Each team is responsible for having their 2 umpires, 2 coaches, and manager attend the 2 clinics listed above.
§ Home Team is responsible for umpiring the Plate & Visiting Team is responsible for umpiring the Bases of your own game.
§ 1st Half (Feb. 20 - Apr. 9) – Each Team must have at least 6 Umpire Points from a game other than their teams. (Double A or higher)
§ 2nd Half – Each Team must have at least 6 Umpire Points from a game other than their teams. (Double A or higher)
§ NOTE: Those teams that fail to comply will be asked to have the Manager attend a TCLL Board meeting to have his team’s lack of support reviewed in front of the Board of Directors.
AA Teams
§ Each team is responsible for having their 2 umpires, 2 coaches, and manager attend the 2 clinics listed above.
§ The Home Team is responsible for finding a Plate Umpire & the Visiting Team is responsible for finding a Base Umpire for their game.
§ 1st Half (Feb. 20 - Apr. 9) – Each Team must have at least 12 Umpire Points from a game other than their teams. (Double A or higher)
§ 2nd Half – Each Team must have at least 12 Umpire Points from a game other than their teams. (Double A or higher)
§ NOTE: Those teams that fail to comply will be asked to have the Manager attend a TCLL Board meeting to have his team’s lack of support reviewed in front of the Board of Directors.
AAA / Majors / Juniors Teams
§ Each team is responsible for having their 2 umpires, 2 coaches, and manager attend the 2 clinics listed above.
§ The Home Team Manager is responsible for checking to make sure the umpire slots are filled for their game. The UIC & Assistant UIC will help you cover, but it is ultimately the MANAGERS responsibility.
§ 1st Half (Feb. 20 - Apr. 9) – Each Team must have at least 40 Umpire Points (Double A or higher)
§ 2nd Half – Each Team must have at least 35 Umpire Points (Double A or higher)
§ NOTE: Those teams that fail to comply will be asked to have the Manager attend a TCLL Board meeting to have his team’s lack of support reviewed in front of the Board of Directors.
Non-Compliance with Program Guidelines: Should any Manager fail to comply with these established guidelines, the Manager will be asked to attend a Board meeting to have his team’s lack of support reviewed by the TCLL Board of Directors. The Board of Directors, in its discretion will then determine the proper course of action to take which may include, but is not to be limited to, suspending the team manager until the team complies. Managers must make umpire participation a priority with his/her team parents in order for TCLL to have a solid umpire program which translates into a positive baseball experience for the players.
Umpire Point System
To recognize the efforts of our volunteer umpires, a point system has been developed. Umpiring behind the plate in a Juniors game carries a higher point value than the plate for a Majors game, and so on. The point system is below:
· Juniors Plate ( 6 points); Juniors Base ( 5 )
· Majors or AAA Plate (5 ); Majors or AAA Base (4 )
· AA Plate ( 4 ) or AA Base ( 3 )
· We honor and recognize those umpires that earn over 100 points during the regular season. These umpires are our leagues “Iron Man” umpires.
Junior Umpire Program
Any player league age 12 or older is welcome to join TCLL Junior Umpire Program. There is a Juniors mechanics clinic and rules clinic that all Junior Umpires are to attend. Junior Umpires are able to earn points for their team as well as for themselves.
Umpire Meetings
We strongly encourage all of our umpires to attend the monthly District 68 umpire meetings. These are known on the web site as “Blue Crew Meetings”. These meetings will be announced to all umpires once the date, time and location of each is determined by District 68.
